Her main areas of practice are public procurement, administrative law, international arbitration with a particular focus on waste management and construction sectors. She also has experience in the real estate and construction areas, insolvency procedures and commercial disputes.
She provides advice to Romanian and international high-profile clients from various industries and sectors, both public and private entities.
With a particular interest in the public procurement area, Ioana has successfully advised and represented both public authorities and private companies in tender proceedings, in disputes before the National Council for Solving Complaints (CNSC) and before national courts of law, in cases amounting to over 15 million euro in damages. Likewise, Ioana has represented clients in litigation proceedings related to the performance of public contracts and has been involved in international commercial arbitration proceedings arising from FIDIC agreements in respect of public transportation or wastewater infrastructure.
In her work in the fields of bankruptcy and insolvency, she has managed a wide range of litigation cases, representing a multinational company in an enforcement proceeding and debt recovery litigation case amounting to 12 million euro in damages, as well as important creditors in high stake insolvency procedures operating in real estate, oil & gas, airline, and insurance industries in order to recover debts. She has also advised and represented clients in the acquisition of property as part of the insolvency procedures, amounting to over 5 million euro.
As per the real estate and construction sector, she has covered various matters such as expropriation procedures, property restitution, land use or cases regarding the cancelation of building permits and urbanism documentation.
In the business law area, Ioana has advised clients on real estate matters, conducting research or providing due diligence services.
Ioana graduated Law School at the University of Bucharest and completed various training courses in international arbitration, public procurement, and urbanism. Ioana also holds a certificate as a public procurement expert issued by the National Qualifications Authority. She is a member of Young ICCA (International Council for Commercial Arbitration) and Procurement Lawyer’ Association.
She is fluent in English and Spanish.
