With extensive experience representing both private entities and public institutions, she has successfully handled a wide range of complex litigation matters, including administrative disputes related to the annulment of administrative acts and claims for damages, commercial disputes, and real estate issues concerning construction permits. She has also assisted clients through expropriation procedures.

Her expertise extends to advising and representing both public authorities and private companies in tender proceedings, disputes before the National Council for Solving Complaints (CNSC), and litigation concerning the performance of public contracts before national courts. Raisa has a particular focus on the real estate sector, where she has been involved in litigation regarding property restitution, expropriation, compensation for loss of use, and the cancellation of urban planning documentation.

Prior to joining PBC Attorneys-at-Law in 2023, Raisa gained valuable experience as a Legal Adviser for major companies in Bucharest, providing legal assistance and representation. She further honed her skills as a lawyer specializing in civil, commercial, and administrative law. Additionally, Raisa possesses a solid foundation in intellectual property, tax law, and mergers & acquisitions.

Raisa holds a law degree from the University of Bucharest and a Master’s Degree in Urban Planning Law from the same institution. She is fluent in both Romanian and English, ensuring effective communication with clients across various sectors.
